You do two things: send documents and approve the quote. The clock on steps 5 and 6 starts once the file is complete and verified, not at your first message.
Step 1 — Free eligibility check
Send us four things on WhatsApp, by email or at the office:
- your passport details page
- your STCW and training certificates, and your Certificate of Competency if you’re an officer
- your seafarer medical certificate, if you have one
- any sea-service record: an old discharge book, or letters from previous employers
Tell us your rank, your nationality and, if you have one, the vessel name or joining date. The vessel decides the flag, not you. If you have a contract on a Liberian-flagged ship, a Panama book won’t help, however quickly it arrives.
We tell you which flags you qualify for, what’s missing from your file, and whether anything would get it rejected. If you don’t need us — because your national administration issues the document you need, or because you’re not yet eligible — we say so.

Step 2 — Itemised quote
We quote per application rather than publishing one price, because the total depends on the flag, your rank, new issue or renewal, and standard or urgent processing.
The quote lists the flag-state charge and our service fee separately. Nothing is filed and nothing is paid until you approve it. If an administration changes a fee mid-application, we show you the change before it affects you.
Step 3 — Verification
This is the step that prevents rejection. It’s also the step most agents skip.
We check every document against the administration’s current requirements before anything is submitted. These are the checks that catch most problems:

If something’s missing, we tell you exactly what and why. Then we wait for it. We don’t file a file we expect to fail. An incomplete submission costs far more time than getting it right the first time.

Step 4 — Filing with the flag-state administration
We submit the verified file to the administration and follow it up until it’s decided. You get the application reference. If an administration queries anything, we answer it and tell you what was asked.
The administration decides, not us. Panama applications are decided by the Panama Maritime Authority (AMP). Each of the other flags has its own administration. We’re a processing partner. No agency can guarantee a government decision, and anyone who promises one is promising something that isn’t theirs to give.
We file with seven administrations: Panama, Palau, Liberia, Bahamas, Belize, Honduras, and St Kitts & Nevis.
Step 5 — The interim certificate
Most flags issue an interim document first, so you can work while the printed book is produced.
For Panama, that’s the Processing Certificate (Certificación de Trámite de Título, also called the Letter of Acknowledgement). It’s issued in 3 to 5 business days and valid for 90 days. It’s accepted for your seaman visa application and for joining a Panama-registered vessel.

Step 6 — Delivery, then verification
The printed book is couriered to your address. For Panama the standard 5-year SIRB takes up to 25 to 30 days to print and deliver. The urgent route delivers it within 10 days, with the same document, the same requirements and a different fee. In the GCC, you can collect it from the Business Bay office instead.

How your documents are handled
You’re sending us a passport scan and your professional certificates. You’re entitled to know what happens to them.

Confirmed: UAE Federal Decree-Law No. 45 of 2021 (PDPL) applies to relevant personal-data processing in the UAE, subject to its scope and applicable free-zone regimes. Counsel should confirm whether a privacy-notice reference should be included on the website/forms.
Why this section matters: the site already publishes guides to spotting fake document services. How long does the whole seaman book process take?
It depends on the flag and on how complete your file is. For Panama, the Processing Certificate is issued in 3 to 5 business days and is valid for 90 days. The printed 5-year book takes up to 25 to 30 days, or 10 days on urgent processing. Timings run from a complete, verified file.
When does the processing time start?
When your file is complete and verified, not when you first contact us. That’s why the process starts with a free eligibility check. It gets your file complete in one round instead of three, which saves more time than any express fee.
Can I do the whole process without visiting Dubai?
Yes. You send scans on WhatsApp or by email. The interim certificate arrives digitally and the printed book is couriered to you. Seafarers in the GCC can hand over documents at the Business Bay office if they prefer, but it isn’t required.
Do I pay before you check my documents?
No. The eligibility check is free. You get an itemised quote afterwards, and nothing is filed or paid until you approve it. If you don’t qualify, we tell you before you’ve spent anything.
What happens if the administration rejects or queries my application?
We answer the query and tell you what was asked. Most rejections come from name mismatches, expired certificates or missing sea-service evidence, which is what step 3 checks for. We can’t guarantee a decision. The administration makes it.
Is Seaman Books the issuing authority?
No. The flag-state administration issues every seaman book, for example the Panama Maritime Authority for Panama. Seaman Books is a documentation support and processing partner. We prepare, verify and file your application. We can’t guarantee a government decision.
How do I know my seaman book is genuine?

Can you get me a Philippine SIRB or an Indian CDC?
No. National documents are issued by your own country’s authority (MARINA in the Philippines, the Directorate General of Shipping in India) through their own process. There’s no agency route into them. We handle flag-state documents from the seven administrations we file with.
