Filipino seafarers joining a ship registered in Panama, Liberia, the Bahamas or another foreign flag often need that flag’s own seaman book as well as their Philippine SIRB. MARINA issues the SIRB. The ship’s flag administration issues the foreign book, and neither replaces the other. For Panama, the Processing Certificate is issued in 3–5 business days and is valid for 90 days. The printed 5-year book follows in up to 25–30 days, or within 10 days on urgent processing.
Seaman Books is a documentation consultancy at #903 Regal Tower, Business Bay, Dubai, part of Atomiq Group and operating since 2011. We prepare, verify and file foreign-flag applications from Manila, Cebu, Iloilo, Davao or Dubai, and we’re an authorised LISCR filing agent for the Liberian seaman book. The flag administration issues the book, and no agent can guarantee its decision.

Looking for a MARINA appointment or an SIRB renewal? Those are booked with MARINA directly, through its own online system. Seaman Books can’t book them, and no private agent can issue a Philippine SIRB. This page covers the separate foreign-flag book your ship may require.
SIRB or foreign-flag seaman book: what’s the difference?
They’re the same class of document issued by two different authorities. Most Filipino seafarers on foreign-flag ships end up holding both.
| Philippine SIRB | Foreign-flag seaman book (CDC / SIRB) | |
|---|---|---|
| Issued by | MARINA (Maritime Industry Authority) | The ship’s flag administration, e.g. LISCR for Liberia, or the Panama Maritime Authority |
| Who can hold it | Filipino seafarers | Any nationality the flag accepts |
| Where you apply | MARINA, by appointment | Anywhere. Filed on documents, no appointment |
| Validity | Set by MARINA | 5 years for Panama; set by each administration |
| What it’s for | Your Philippine seafarer record and Philippine processing | Service on that flag’s ships |
| Can Seaman Books file it? | No | Yes |
Keep your SIRB valid. A foreign book doesn’t replace it, and your manning agency will still ask for it.
Note: Yes, a valid SIRB is required for the deployment of Filipino seafarers; MARINA Memorandum Circular No. 2008-04, Sections III(1), VI(1)(b), and VI(2)(a), mandates possession of a valid SIRB before joining a ship, including those deployed on foreign-registered vessels.
Which flag do you need?
The ship decides, not your nationality. Your contract or the manning agency’s joining instructions should name the flag. If they don’t, ask before anyone files, because a book for the wrong flag doesn’t transfer.
We file with seven administrations. Panama is the only one with published turnaround figures on our site.

Getting a Panama seaman book from the Philippines
Panama is the flag most Filipino searchers look up, and it works in two stages.
- Processing Certificate (Certificación de Trámite de Título). Issued by the Panama Maritime Authority in 3–5 business days, valid for 90 days. It lets you apply for your seaman visa, fly and join a Panama-registered ship.
- Printed 5-year book. Delivered in up to 25–30 days, or within 10 days on urgent processing for a higher fee. Same requirements either way.
You don’t need to travel or visit an office. Scans of your documents are enough to start, and the clock runs from a complete, verified file. Most seafarers don’t need the urgent route: the Processing Certificate already gets you on the aircraft. Choose urgent only if your joining date is inside 30 days and the ship wants the printed book on board.

A note on Liberia
The Liberian seaman book is issued by the Liberian Registry, administered by LISCR, and applications are filed through authorised agents. Seaman Books is one, so you can apply from the Philippines or the UAE without dealing with Monrovia or the registry directly. Liberia seaman book.
Officers: endorsing your Philippine CoC for a foreign flag
Your Philippine Certificate of Competency stays valid. A foreign-flag ship can only carry you in that rank once its flag has endorsed your CoC under STCW Regulation I/10. The flag issues the endorsement after checking the issuing country’s training and certification system.
Note: The Philippines is confirmed as an STCW-compliant Party on the IMO list, and the European Commission continues to recognize Philippine seafarer certificates for EU-flagged vessels; however, recognition of Philippine CoCs by any particular flag State must be confirmed separately under STCW Regulation I/10 and the applicable flag administration’s requirements.
As one published example, Panama’s fee schedule lists an officer endorsement at USD 270 (about AED 990) and a Master or Chief Engineer endorsement at USD 275 (about AED 1,010) for non-nationals (Panama Ship Registry, read 18 September 2026) . See flag-state endorsement and Panama CoC endorsement .

Your manning agency, DMW and us
Most Filipino seafarers reach foreign ships through a licensed manning agency, which handles the contract and Philippine deployment processing . Seaman Books doesn’t place seafarers, process deployment papers or book MARINA appointments.
What we do is the flag document: check your file against the flag’s requirements, prepare it, file it and follow it to issue. Many seafarers send us the agency’s joining instructions so the flag, rank and joining date are clear from day one. See manning agency or direct application.
Documents to send for the free check
The exact list depends on the flag and your rank. This is what we check first.
| Document | What we check |
|---|---|
| Passport | Validity, and your name exactly as printed |
| SIRB | Valid, and the name matches the passport |
| STCW Basic Training (plus rank-specific certificates) | In date, from an approved institution, same name as the passport |
| CoC (officers) | For endorsement files |
| Seafarer medical certificate | From an examiner the flag recognises |
| Photograph and signature | To the flag’s specification |
| Sea-service record | If you’ve served before |
The name check. Filipino names often trip up flag files at three points: the middle name (usually the mother’s maiden surname) appearing on the passport but dropped or initialled on a training certificate; a suffix like Jr. or III on one document only; and a married surname on some documents and not others. The administration can return the file for any of these. The passport governs. Get a corrected certificate or a letter from the issuer before we file. More: seaman book correction .
Applying from Dubai, Abu Dhabi or the wider GCC
Filipino seafarers working offshore or on vessels out of the UAE don’t need to fly home for a foreign-flag book. We prepare the file by email and WhatsApp from Business Bay, or you can drop documents at the office. The Panama Processing Certificate is issued digitally. Manila is four hours ahead of Dubai, so a morning message from the Philippines reaches us at the start of our day.
Your SIRB is different. Renewing it goes through MARINA, so plan it around your next trip home. For seafarer transit and joining visas, see Maritime Visas .
What it costs

STCW training
Do STCW Basic Safety Training (PST, FPFF, EFA, PSSR) at a MARINA-accredited training centre in the Philippines . The flag checks that the certificate is in date, issued by an approved institution, and in your passport name. If a refresher is due, sort it before we file. See STCW certifications.
How to check a seaman book is genuine
“Seaman book in 24 hours, no documents” offers appear in every crewing market. A false book is found at the first port state inspection, and the consequences fall on the seafarer, not the seller.
- Verify with the administration, not the agent. See how to verify a seaman book online.
- Nobody can guarantee approval. The flag decides.
- Know a certificate from a book. A Panama Processing Certificate in 3–5 business days is real. A printed Panama book in 24 hours isn’t.

Frequently asked questions
Does a foreign seaman book replace my Philippine SIRB?
No. MARINA issues the SIRB as your Philippine seafarer document, and the ship’s flag administration issues the foreign book for service on its ships. They do different jobs. Most Filipino seafarers on foreign-flag ships hold both, so keep your SIRB valid.
Can I get a Panama seaman book without leaving the Philippines?
Yes. Seaman Books files the application remotely from scanned documents. The Panama Maritime Authority issues the Processing Certificate in 3–5 business days, valid for 90 days, and it lets you join a Panama-registered ship. The printed 5-year book follows in up to 25–30 days.
Can Seaman Books book my MARINA appointment or renew my SIRB?
No. MARINA appointments and SIRB applications go to MARINA directly, through its own system. No private agent can issue a Philippine SIRB. Seaman Books prepares and files foreign-flag seaman book applications and coordinates with those flag administrations.
Which flag’s seaman book do I need?
The flag of the ship you’re joining, which your contract or your manning agency’s joining instructions should name. If they don’t, ask before filing, because each flag’s book is separate. Panama and Liberia are the flags Filipino seafarers look up most.
How long does a Panama seaman book take?
The Processing Certificate takes 3 to 5 business days and is valid for 90 days. The printed 5-year book takes up to 25 to 30 days, or within 10 days on urgent processing at a higher fee. Timings start from a complete, verified file.
Is a foreign-flag seaman book legal for Filipino seafarers?
Yes, when the flag administration itself issues it. Flags such as Panama and Liberia issue books to seafarers of many nationalities serving on their ships. It sits alongside your SIRB and doesn’t replace it. Check any book with the issuing administration.
Can I apply from Dubai?
Yes. Filipino seafarers in the UAE can send documents by email or WhatsApp, or bring them to our Business Bay office. The flag-state application doesn’t need you to be in the Philippines. Your SIRB renewal still goes through MARINA.
