The International Maritime Organization’s World Maritime Day theme for 2026 and 2027 is “From Policy to Practice: Powering Maritime Excellence”. World Maritime Day 2026 was held on 24 September 2026. The theme is about making sure IMO rules are applied on ships and by national administrations, not only adopted. For seafarers, that application shows up in their documents: what the seaman book, STCW certificates and medical certificate say, and whether they match.

What is the World Maritime Day theme for 2026?
The theme is “From Policy to Practice: Powering Maritime Excellence.” IMO chose it for two years, 2026 and 2027, and launched the campaign in February 2026.
According to the United Nations observance page, the theme deals with one of the hardest problems in maritime governance: making rules agreed in London produce real improvements at sea. A convention only does its job once it is implemented, enforced and “embedded in day-to-day maritime operations.” The UN explains the two halves of the subtitle like this:
| Phrase | What the UN says it means |
|---|---|
| Powering | The momentum that comes from capacity-building, technical cooperation and knowledge sharing |
| Maritime Excellence | A sector that works to the highest international standards and keeps improving |
World Maritime Day 2027 will run under the same theme.
Why does a policy theme matter to a seafarer’s paperwork?
For a seafarer, almost every IMO or ILO rule turns into a document. STCW becomes your certificates of competency and proficiency. Flag-state rules become your seaman book (CDC or SIRB) and endorsements. MLC 2006 becomes your employment agreement, medical certificate and sea-service record. Port state control, employers and administrations check compliance by checking those documents.
For the conventions themselves, see our guide to IMO and ILO maritime regulations.

Three changes inside the 2026–27 window
This theme isn’t abstract for crew. Within its two years, at least three regulatory changes reach seafarers’ documents.
| Change | Status | What it means for your documents |
|---|---|---|
| STCW PSSR update on sexual harassment, bullying and sexual assault, IMO Resolution MSC.560(108) | Adopted 23 May 2024. In force 1 January 2026 (IMO resolution) | A PSSR certificate issued before 2026 may be queried by some administrations or employers. Check the date and course reference before you file a seaman book application. More detail: STCW SASH training explained |
| 2025 amendments to MLC, 2006 (shore leave, violence and harassment, repatriation) | Approved by the International Labour Conference on 6 June 2025. Expected in force 23 December 2027 (ILO) | Employers will need updated policies and complaint procedures. Seafarers should keep employment records and sea-service letters accurate. See your rights under MLC 2006 |
| Comprehensive review of the STCW Convention and Code | Under way. Discussed at IMO’s HTW 12 sub-committee, 23–27 February 2026. | Nothing changes on your certificates yet. Ignore anyone selling “new STCW 2026 certificates” for this review |
What “policy to practice” looks like in crew documentation
Most document problems we see don’t come from missing rules. They come from the gap between the rule and the file. Check these before any new application, renewal or sign-on:
| Gap | Pass if | Read more |
|---|---|---|
| Names and dates don’t match | Name spelling and date of birth are identical across passport, CoC, STCW, medical and seaman book. One transposed letter can get an application returned | Seaman book correction |
| Valid, but out of date for a new rule | Certificates meet the target administration’s current requirements, not only their expiry date. Example: PSSR dated on or after 1 Jan 2026, or a top-up record, where the flag or employer requires it | STCW SASH training |
| Endorsement doesn’t match the flag | You hold the endorsement or recognition required by the flag of the ship you are joining | Flag-state endorsement |
| be verified | Every certificate can be checked on the issuing administration’s register. The STCW Manila amendments added anti-fraud measures for this reason (IMO) | Verify a seaman book online |
| Medical doesn’t cover the contract | Valid for the whole contract, from a recognised practitioner | Seafarer medical certificate |
| Sea service doesn’t add up | Signed letters or seaman book entries cover every contract, because revalidation and promotion depend on proven sea time | Sea service letters |
Where Seaman Books fits
Seaman Books is the documentation side of Atomiq Group, operating from Business Bay, Dubai, since 2011. We are a documentation support and processing partner. We prepare, check and file seafarer documents with flag-state administrations including Panama, Liberia, the Bahamas, Belize (IMMARBE), Palau, Honduras and St Kitts & Nevis. We are an authorized filing agent for the Liberian Registry (LISCR) seaman book. We are not a flag state, a government body or a registry, and we don’t issue documents ourselves. Every document is issued by the administration.
That is the work this theme describes: turning a regulation into a correct, checkable file. More about the Group: About Atomiq Group

Frequently asked questions
What is the IMO World Maritime Day theme for 2026?
The theme is “From Policy to Practice: Powering Maritime Excellence.” It applies to both 2026 and 2027. It focuses on making sure IMO’s international rules are implemented, enforced and built into everyday operations on ships and in national administrations, not only adopted on paper.
When was World Maritime Day 2026?
World Maritime Day 2026 was celebrated on 24 September 2026. IMO marks World Maritime Day each year in late September. The 2026 theme, “From Policy to Practice: Powering Maritime Excellence,” carries over to World Maritime Day 2027.
What is the World Maritime Day theme for 2027?
The same as 2026: “From Policy to Practice: Powering Maritime Excellence.” IMO selected one theme for the two-year period 2026–2027. The 2027 observance will continue the focus on implementing international maritime rules in practice.
Does the 2026 theme change any seafarer certificates?
No. The theme is a campaign, not a regulation, and it doesn’t change any certificate itself. Separate rules do apply during the same period. The STCW PSSR update has been in force since 1 January 2026, and the 2025 MLC amendments are expected to enter into force on 23 December 2027.
Is there a new “STCW 2026” certificate I need to buy?
No new STCW certificate exists because of the World Maritime Day theme. The 2026 change is an update to PSSR training content. The wider STCW comprehensive review is still under way at IMO. Be cautious of anyone selling an “STCW 2026” upgrade that your flag administration hasn’t asked for.
