An Indian CDC vs foreign seaman book both do different jobs, and many Indian seafarers need both. The Indian Continuous Discharge Certificate is issued by India’s Directorate General of Shipping, only to Indian citizens, and is valid for 10 years. A foreign seaman book is issued by the flag state of the ship you join; a Panama book, for example, is valid for 5 years. If you are joining a foreign-flag ship, plan for one: some flags require their own book, and your employer may ask for it even where the flag does not.

Which should you choose?
You need the Indian CDC if you are an Indian citizen building a career that runs through Indian certification, sailing on Indian-flag ships, or sitting DG Shipping competency exams. No foreign book replaces it.
You need a foreign seaman book too if you are joining a foreign-flag ship. Two flags make it a condition: Liberia and St Kitts & Nevis require their own book before they endorse your certificates.
On Bahamian, Belizean or Panamanian ships, the book is still the safe plan, but check first. The Bahamas says its record book “is not mandatory” to serve on its ships, and Belize and Panama do not list one among their endorsement requirements. Your employer may still require it, so confirm with the company before you pay.
The foreign book is your only route if you are not an Indian citizen, or if you lack the approved pre-sea training the Indian CDC requires.
The flag is usually your employer’s decision, not yours. Find out which flag the ship sails under first, then work out which document you need.
What the Indian CDC is
The Indian CDC is India’s seafarer identity and sea-service record. It is governed by the Merchant Shipping (Continuous Discharge Certificate-cum-Seafarer’s Identity Document) Rules, 2001 (G.S.R. 440(E), 19 June 2001).
Under those rules:
- Nationality: “The applicant should be a citizen of India.”
- Ratings: pre-sea training from an approved training institute, basic familiarisation training, and a medical fitness certificate. Age and schooling limits vary by category. For example, trainees must be 18 to 25 with 10th standard, and utility hands 18 to 40 with 8th standard.
- Officers: a valid certificate of competency, plus basic familiarisation training.
- Validity: “valid for a period of ten years and may be renewed on expiry or within 6 months prior to date of expiry.”
- Refusal: no CDC is issued to an applicant whose CDC was suspended or cancelled at another port, or against whom a debarment order has been passed.
The 2001 rules describe paper applications at a shipping master’s office. Most applications now go through DG Shipping’s online system and need an INDoS number. For the current procedure, use dgshipping.gov.in.
What a foreign seaman book is
A foreign seaman book is the same class of document, issued by a different administration. A CDC, a seaman book and an SIRB are different names for one document: a record of who you are and where you have served. The name depends on the issuer. Liberia calls it an SIRB, Panama a Libreta de Embarque, and the Bahamas a Seafarers’ Record Book. More: CoC vs CoP vs CDC.

The difference is jurisdiction, not quality. Your Indian CDC is issued under Indian law. A Panama book is issued under Panama’s. Neither is a “better” version of the other, and no IMO list ranks one CDC above another.

“Not listed” does not mean “never needed”. Shipping companies often require the flag’s book as a matter of policy. Ask your manning office or employer, in writing, which documents the vessel needs.
Renewal compared
- Indian CDC: renew on expiry or within 6 months before expiry, for a further 10 years.
- Panama seaman book: valid for 5 years. Start the renewal well before expiry, because a voyage that runs past the expiry date is the usual cause of urgent fees. See Panama seaman book for the renewal file.
The two documents expire on separate schedules. Track both dates.
Sea time and your Indian CoC
If you plan to sit DG Shipping competency exams, check how DG Shipping will verify the sea service you serve on foreign-flag ships before you sign. Service records, discharge entries and the documents DG Shipping accepts as proof are set by DG Shipping, not by the foreign flag. Keep your Indian CDC current and ask the company to make the entries Indian rules require.
Can you hold both?
Yes, in practice. The Indian CDC and a foreign seaman book are issued by different administrations for different purposes. Holding a foreign book does not mean surrendering your Indian CDC. Nothing in the 2001 rules’ grounds for refusing a CDC mentions holding a foreign one.
