Indian CDC vs Foreign Seaman Book Which Do You Need

An Indian CDC vs foreign seaman book both do different jobs, and many Indian seafarers need both. The Indian Continuous Discharge Certificate is issued by India’s Directorate General of Shipping, only to Indian citizens, and is valid for 10 years. A foreign seaman book is issued by the flag state of the ship you join; a Panama book, for example, is valid for 5 years. If you are joining a foreign-flag ship, plan for one: some flags require their own book, and your employer may ask for it even where the flag does not.

Seaman Books is a documentation consultancy in Dubai. We prepare and file foreign-flag seaman book applications. We do not issue any document, and we cannot obtain an Indian CDC for you, because only DG Shipping issues those.

Which should you choose?

You need the Indian CDC if you are an Indian citizen building a career that runs through Indian certification, sailing on Indian-flag ships, or sitting DG Shipping competency exams. No foreign book replaces it.

You need a foreign seaman book too if you are joining a foreign-flag ship. Two flags make it a condition: Liberia and St Kitts & Nevis require their own book before they endorse your certificates.

On Bahamian, Belizean or Panamanian ships, the book is still the safe plan, but check first. The Bahamas says its record book “is not mandatory” to serve on its ships, and Belize and Panama do not list one among their endorsement requirements. Your employer may still require it, so confirm with the company before you pay.

The foreign book is your only route if you are not an Indian citizen, or if you lack the approved pre-sea training the Indian CDC requires.

The flag is usually your employer’s decision, not yours. Find out which flag the ship sails under first, then work out which document you need.

What the Indian CDC is

The Indian CDC is India’s seafarer identity and sea-service record. It is governed by the Merchant Shipping (Continuous Discharge Certificate-cum-Seafarer’s Identity Document) Rules, 2001 (G.S.R. 440(E), 19 June 2001).

Under those rules:

  • Nationality: “The applicant should be a citizen of India.”
  • Ratings: pre-sea training from an approved training institute, basic familiarisation training, and a medical fitness certificate. Age and schooling limits vary by category. For example, trainees must be 18 to 25 with 10th standard, and utility hands 18 to 40 with 8th standard.
  • Officers: a valid certificate of competency, plus basic familiarisation training.
  • Validity: “valid for a period of ten years and may be renewed on expiry or within 6 months prior to date of expiry.”
  • Refusal: no CDC is issued to an applicant whose CDC was suspended or cancelled at another port, or against whom a debarment order has been passed.

The 2001 rules describe paper applications at a shipping master’s office. Most applications now go through DG Shipping’s online system and need an INDoS number. For the current procedure, use dgshipping.gov.in.

What a foreign seaman book is

A foreign seaman book is the same class of document, issued by a different administration. A CDC, a seaman book and an SIRB are different names for one document: a record of who you are and where you have served. The name depends on the issuer. Liberia calls it an SIRB, Panama a Libreta de Embarque, and the Bahamas a Seafarers’ Record Book. More: CoC vs CoP vs CDC.

Indian CDC vs Foreign Seaman Book

The difference is jurisdiction, not quality. Your Indian CDC is issued under Indian law. A Panama book is issued under Panama’s. Neither is a “better” version of the other, and no IMO list ranks one CDC above another.

Indian CDC vs Foreign Seaman Book: Cost compared

  • Indian CDC: the 2001 rules prescribe a ₹700 fee. The current amount on DG Shipping’s e-governance system may differ. You pay DG Shipping directly, and no agency fee is needed.
  • Foreign seaman book: the flag’s charge plus a service fee. We quote per application, because the total depends on the flag, the document, your rank and whether you need urgent processing. Our service fee starts from AED 200___ / USD ___. You get an itemized quote that separates the flag-state charge from our fee, right after the free eligibility check.

Processing time compared: Indian CDC vs Foreign Seaman Book

  • Indian CDC: set by DG Shipping.
  • Panama seaman book: the Processing Certificate (Certificación de Trámite de Título) is issued in 3 to 5 business days and is valid for 90 days. The printed 5-year book follows in up to 25 to 30 days, or within 10 days on urgent processing, with the same requirements and a different fee. These times run from the point a complete, verified file is submitted.
  • Other flags: quoted per application. Each flag sets its own timeline.

Acceptance: which flags require their own book

This is the row most comparisons skip, and it decides whether you need a foreign book at all. Each line is quoted from the administration’s own published requirements, checked 21 September 2026:

FlagRequires its own book before endorsing your certificates?Source
LiberiaYes. “All seafarers must possess a Liberian seafarer book in order to be eligible to obtain Liberian documentation.”LISCR Seafarers
St Kitts & NevisYes. Applicants for endorsements “must be in possession of, or have applied for, a St. Kitts & Nevis CDC.”SKANReg CoE/CDC procedures
BahamasNo. “A Bahamas SRB is not mandatory to serve on board a Bahamian ship.”BMA Bulletin 107
BelizeNot listed among IMMARBE’s published endorsement requirementsIMMARBE Seafarers Services
PanamaNot listed among the Regulation I/10 endorsement requirements (passport, photograph, form, medical)AMP Gente de Mar
Palau, HondurasIMO and ILO Regulation Endorsement RequirementsPalau Ship Registry and Merchant Marine of Honduras

“Not listed” does not mean “never needed”. Shipping companies often require the flag’s book as a matter of policy. Ask your manning office or employer, in writing, which documents the vessel needs.

Renewal compared

  • Indian CDC: renew on expiry or within 6 months before expiry, for a further 10 years.
  • Panama seaman book: valid for 5 years. Start the renewal well before expiry, because a voyage that runs past the expiry date is the usual cause of urgent fees. See Panama seaman book for the renewal file.

The two documents expire on separate schedules. Track both dates.

Sea time and your Indian CoC

If you plan to sit DG Shipping competency exams, check how DG Shipping will verify the sea service you serve on foreign-flag ships before you sign. Service records, discharge entries and the documents DG Shipping accepts as proof are set by DG Shipping, not by the foreign flag. Keep your Indian CDC current and ask the company to make the entries Indian rules require.

Can you hold both?

Yes, in practice. The Indian CDC and a foreign seaman book are issued by different administrations for different purposes. Holding a foreign book does not mean surrendering your Indian CDC. Nothing in the 2001 rules’ grounds for refusing a CDC mentions holding a foreign one.

How to check any seaman book is genuine

Whichever document you hold, verify it with the issuing administration, not with whoever sold it to you. Of the seven flags we work with, St Kitts & Nevis publishes a public validator (SKANReg certificate validator). For the others, see how to verify a seaman book online and how to spot a fake seaman book service.

Getting a foreign seaman book from India or the GCC

If your ship’s flag needs its own book, we prepare, verify and file the application with the flag administration. You can do this from India or from the Gulf, and you can hand over documents in person at our Business Bay office in Dubai.

  1. Free eligibility check: we confirm which flag and which document your contract actually needs.
  2. Itemised quote in AED and USD, with the flag charge and our fee shown separately.
  3. Filing and tracking with the administration. Panama’s Processing Certificate arrives in 3 to 5 business days.

Frequently asked questions

Is an Indian CDC valid on foreign-flag ships?

Your Indian CDC stays valid for its 10-year term as your Indian identity and sea-service record, whichever ship you join. It is not issued by the ship’s flag, though. Liberia and St Kitts & Nevis require their own seaman book before endorsing your certificates. The Bahamas says its book is not mandatory. Check the vessel’s flag first.

Do I need a foreign seaman book if I already have an Indian CDC?

Yes, if you are joining a foreign-flag ship, plan for one. Your Indian CDC stays valid as your Indian record, but the ship’s flag sets its own rules. Liberia and St Kitts & Nevis require their own book before endorsing your certificates. The Bahamas, Belize and Panama do not list one for endorsement, but your employer may still ask for it.

Can I hold an Indian CDC and a foreign seaman book at the same time?

Yes. The two are issued by different administrations for different purposes, and you do not surrender your Indian CDC to get a foreign book. Keep both valid and track their expiry dates separately. The Indian CDC runs 10 years. A Panama book, for example, runs 5.

Which is faster to get, an Indian CDC or a Panama seaman book?

For Panama, a Processing Certificate valid for 90 days arrives in 3 to 5 business days, and the printed book in up to 25 to 30 days, or within 10 days on urgent processing. DG Shipping sets Indian CDC timelines. The faster document is no use if it is not the one your ship’s flag requires.
