Seaman Book Bangladesh: Flag State Options, Cost & Process

You finished your pre-sea course, your medical is clear, and the crewing agent comes back with one line: “Owner needs a valid flag CDC.” If you are looking for a seaman book in Bangladesh right now, that sentence is probably the reason.

Here is the part most agents will not explain properly. There are two different documents in play. One is the Bangladesh CDC issued by your own government. The other is a flag state seaman book issued by the maritime administration of the country your ship is registered under. They are not substitutes, and which one gets you on board depends entirely on the ship, not on your nationality.

This guide covers both routes, what each is actually good for, the documents you need before you apply from Bangladesh, and how to tell a legitimate service provider from the ones that will take your money and hand you a book no port state control officer will accept.

What is a seaman book?

A seaman book, also called a Continuous Discharge Certificate or CDC, is an official identity and service record document issued to a seafarer by a maritime administration. It records your identity, rank, certificates and every voyage you serve, and it is the document an owner, crewing agent or port state control officer checks before you are allowed to sign on.

Two things follow from that definition, and they matter more than anything else on this page:

  • The issuing authority is what gives it weight. A seaman book is only as good as the administration behind it. A government maritime administration issues it. Nobody else can.
  • It is a service record, not just an ID. Every sign-on and sign-off is endorsed in it. That accumulated sea time is what qualifies you for your next Certificate of Competency, so a lost or invalid book costs you career progression as well as a joining date.

Bangladeshi-flag vessels, domestic and coastal trade, home-state records

Foreign-flag owners, international crewing agents, port state control abroad

Typical validity

Per Department of Shipping rule.

Commonly five years across the registries we process

Applied for from

Bangladesh, through the national process

Bangladesh or anywhere else, through an authorised representative

The short version: most Bangladeshi crew working internationally end up holding both. The Bangladesh CDC stays your home-state record. The flag state seaman book is what the owner and the PSC officer actually want to see when you join a foreign-flag ship.

Why Bangladeshi seafarers apply for a flag state seaman book

Three situations account for almost every enquiry we receive from Bangladesh.

The joining date is too close. A contract lands with a sign-on date two weeks out and the national process cannot move that fast. Flag state books issued through an authorised representative are measured in working days rather than months.

The national route is oversubscribed. Demand for Bangladesh CDC registration consistently exceeds the intake, and qualified candidates wait Crew who cannot wait that long look for a route that runs in parallel.

The owner specified a flag. This is the most common one and the least understood. If the vessel is Panama-registered, the owner wants a Panama CDC. A Bangladesh CDC, however valid, does not answer that requirement. Nationality is not the question being asked.

None of this makes the flag state route “better.” It makes it different. If you are joining a Bangladeshi-flag coastal vessel, the national CDC is the correct document and a foreign flag book adds nothing.

Which flag seaman books do Bangladeshi crew hold?

There is no universally best flag. The right one is whichever flag your ship is registered under. That said, the registries below are the ones Bangladeshi crew ask for most often, and each has a sector it is genuinely strong in.

Flag state

Standard processing

Validity

Where it fits

Panama

3–5 working days

5 years

The world’s largest ship registry, so the widest employer familiarity. Merchant fleet, bulk, container and yachts. A Temporary Certificate can be issued in around 24 hours so you can join while the full book is processed.

Palau

1–2 working days

5 years

The fastest of the group and the usual answer when a joining date is already booked. Merchant and mid-size fleet.

Liberia

2 working days

5 years

Heavy on tankers, gas carriers and large commercial tonnage. If your CoC and endorsements point at tanker work, this is often the flag on the contract.

Belize

1 working day

5 years

Lower entry barrier, commonly used by first-time ratings and regional or short-sea operators.

St Kitts & Nevis

1 working day

5 years

Yachting and smaller commercial vessels. Useful where the file is endorsement-heavy.

Honduras

2 working days

5 years

The lowest entry barrier of the set. Regional, coastal and offshore support operators.

Processing times are standard-service estimates based on our own throughput as an authorised representative, not guarantees. Express handling is available on every registry above. Timelines assume a complete, correct document file — an incomplete file is the single biggest cause of delay.

Most requested by Bangladeshi crew: Panama and Palau. Panama because employer recognition is close to universal and almost no crewing agent will question it; Palau because when the sign-on date is already fixed, speed is the only variable that matters. Liberia sits third and is concentrated almost entirely among tanker and gas carrier crew.

Documents you need before applying from Bangladesh

The file is the same shape for every registry above. Gather it once and you can apply to any of them.

  • Valid Bangladeshi passport with at least six months’ remaining validity, and ideally more — several registries tie book validity to passport validity.
  • Passport-size photograph against a plain background, meeting the registry’s biometric specification.
  • Seafarer medical fitness certificate from an approved practitioner, current at the date of application.
  • STCW Basic Safety Training certificate. If you do not hold it yet, it is the prerequisite, not an optional extra — see our STCW certification page.
  • Certificate of Competency or Certificate of Proficiency, if you hold one for your rank.
  • Existing Bangladesh CDC or previous seaman book, if you have one. Prior sea service strengthens the file.
  • Employment contract or letter of appointment, where the flag has been specified by the owner.

How to apply flag state cdc from bangladesh complete requirement and flag state seaman book application process

How to apply for a seaman book from Bangladesh: step by step

  1. Confirm the flag first. Ask your crewing agent or owner which registry the vessel is under. Applying for the wrong flag is expensive and slow to unwind. If you do not have a contract yet, choose on the sector you are targeting rather than on price.
  2. Complete your STCW Basic Safety Training at an approved center if you have not already. No registry will process a file without it.
  3. Get your seafarer medical done by an approved practitioner and check the certificate date against your expected application date.
  4. Assemble and check the document file against the list above. Scanned copies must be legible, in color, and uncropped — rejected scans are the most common avoidable delay.
  5. Submit through an authorized representative. Open registries process applications through appointed representatives rather than accepting walk-in applications from individual seafarers. This is where most fraud happens, so verify who you are dealing with before any money moves.
  6. Track and collect. You should receive an application reference you can check. When the book arrives, verify the entry against the registry’s own portal — our guide to verifying a seaman book online shows how for each administration.

Applying from outside Bangladesh works the same way. Crew already in the Gulf, Singapore or on leave anywhere else follow an identical process — the flag cares about the document file, not your postal address.

What does a seaman book cost in Bangladesh?

We quote per application rather than publishing a rate card, because the honest answer is that the cost depends on variables that differ for every seafarer. Publishing one number would mean publishing a number that is wrong for most of the people reading it.

These are the factors that actually move the price:

  • Which registry. Government charges differ significantly between flag states, and that difference is not something any service provider controls.
  • Standard or express handling. A 24-hour turnaround costs more than a standard five-day processing slot. If your joining date allows the standard route, take it.
  • New issue, renewal or replacement. Replacing a lost book carries additional verification work.
  • Endorsements and add-ons. Some ranks and some flags require additional endorsements alongside the base book.
  • What else is in the file. Bundling STCW courses or an offshore certification with the book application changes the total.

Two things worth saying plainly. A quote that looks dramatically below the market is a warning sign, not a bargain — the government charge is a fixed floor and nobody can go under it. And a provider who will not put the breakdown in writing before you pay is telling you something useful.

How to spot a fake seaman book agent

Bangladesh’s seafarer market attracts fraud for the same reason every high-demand documentation market does: applicants are under time pressure and the process is opaque. A few reliable signals:

  • They promise a book without STCW or a medical. No legitimate registry issues on an incomplete file. If the requirements are being waived, the book is not real.
  • They will not name the registry or their authorization. An authorized representative can tell you which administration appointed them, and you can check it.
  • Cash only, no written breakdown, no receipt. Legitimate providers issue documentation for the documentation they sell.
  • The book cannot be verified online. Most administrations maintain a verification portal. If your book does not appear in it, you are holding paper, not a document.
  • They guarantee a job with the book. A seaman book is a document, not a placement. Anyone selling both in one breath is selling neither.

Our longer guide on seaman book scams goes into the specific patterns we see most often.

Keeping your seaman book valid

A five-year validity feels comfortable until the year it expires and you are mid-contract. Work the 90-60-30 rule: start renewal enquiries 90 days out, have the document file assembled by 60 days, and submit by 30. The same timeline applies to your STCW certificates, which is why most seafarers end up renewing them together. Our certificate renewal timeline guide sets out the full schedule.

If you lose your book at sea, report it to the master immediately and start the replacement through the issuing registry. The sea service already endorsed in it is recoverable, but only through the administration that recorded it.

Frequently asked questions

Is a Bangladesh CDC the same as an international seaman book?

No. The Bangladesh CDC is issued by the Department of Shipping and records you as a registered Bangladeshi seafarer. An international seaman book is issued by a foreign flag state and documents you under that registry. Most Bangladeshi crew working on foreign-flag ships hold both documents.

Can I work on a foreign-flag ship with only my Bangladesh CDC?

Sometimes, but not reliably. It depends on the flag, the owner and the trade. Many foreign-flag owners specifically require a seaman book issued by the vessel’s own registry. Confirm the requirement with your crewing agent before you sign, not after.

How long does a flag state seaman book take from Bangladesh?

Standard processing runs from one to five working days depending on the registry, with express options available on all of them. Palau and Belize are typically fastest; Panama runs three to five days but can issue a Temporary Certificate in around 24 hours so you can join on schedule.

Do I need STCW before I apply?

Yes. STCW Basic Safety Training is a prerequisite across every registry we process, not an optional addition. If you do not hold it, complete it first — applying without it means your file will be returned and you will lose the time anyway.

Which flag seaman book is best for Bangladeshi seafarers?

Whichever flag your ship is registered under. If you have a contract, the answer is already decided. If you do not, Panama gives you the widest employer recognition and Palau the fastest turnaround, but neither is universally better than the other.

Can I apply from outside Bangladesh?

Yes. The registry assesses your document file, not your location. Bangladeshi crew apply from the Gulf, Singapore and while on leave elsewhere without difficulty, provided the passport, medical and STCW certificates are current.

How do I check my seaman book is genuine?

Verify it against the issuing administration’s own online portal. If the book number does not return a record, stop and raise it with the provider immediately. Doing this before your joining date is far cheaper than discovering it at the gangway.

Get the right document, the first time

The mistake that costs Bangladeshi seafarers the most is not choosing the wrong flag. It is applying for a document before confirming which one the ship actually needs — and then discovering the gap a week before sign-on.

We check your contract against the flag’s requirements, tell you which documents you genuinely need, and process them through authorised channels. Start with our seafarer services, or if you already know your flag, apply now and we will confirm your timeline the same working day.
