Does Malaysia issue a national Seafarer Discharge Book?
Yes. Malaysia’s Marine Department issues a national Seafarer Discharge Book (Buku Perkhidmatan Pelaut) as part of its seafarer registration system.
The Marine Department’s published requirements provide for registration of both local Malaysian seafarers and foreign seafarers. For foreign seafarers, the published conditions include serving on, or having been offered service on, a Malaysian ship and holding a valid medical examination certificate.
The published buku pelaut fee for a Seafarer Discharge Book is RM30 for a local seafarer and RM50 for a foreign seafarer. The published seaman book cost Malaysia material also lists replacement fees of RM60 for a local seafarer and RM100 for a foreign seafarer where the discharge book is lost.
What Malaysia issues, and what this page is about
Malaysia’s maritime authority is the Marine Department Malaysia (Jabatan Laut Malaysia). The Ministry of Transport states that the Marine Department issues the Certificate of Competency and the Certificate of Recognition to seafarers as recognition of competency level.
A Certificate of Competency proves what rank you are qualified to hold. It is not a discharge record. A CDC is the continuous record of your sea service — the document a crewing manager reads to confirm where you have sailed and for how long, and the document most foreign-flag employers ask for by name.
Who needs an open-registry CDC in Malaysia
Not every Malaysian seafarer does. This route matters if you are:
- Joining a vessel registered under a flag other than Malaysia, where the operator asks for a CDC issued by that flag or by a recognised open registry.
- Working offshore out of Miri, Labuan or Kemaman on internationally-flagged units, where documentation is set by the flag and the client, not by the port.
- Moving from domestic or coastal work into international trading, and finding that your existing paperwork does not cover the new employer’s requirement.
- Holding a Malaysian Certificate of Competency but no continuous discharge record a foreign employer will accept.

Flag-state options for Malaysian applicants
Seaman Books files for Malysia with seven administrations: Panama, Palau, Liberia, Bahamas, Belize, Honduras and St Kitts & Nevis. Timings below are published only where we have a confirmed figure. Two dates matter and they are not the same date:
- Date A — when you can legally join the vessel. A digital or temporary certificate.
- Date B — when the printed book reaches you.
Most delay complaints in this industry are really a Date A figure being read as a Date B promise.

Documents Malaysian applicants are usually asked for: a passport valid well beyond the application, passport-standard photographs to the flag’s specification, your Certificate of Competency or STCW basic-training certificates, a seafarer medical fitness certificate, and any existing discharge record.

How to check a seaman book is genuine
This category has a fraud problem, and the defence is verification you perform yourself rather than trust you extend to an agent.
- Verify against the administration, not the agent. Panama records are checkable through the Panama Maritime Authority’s online consultation service at amp.gob.pa/consultas-en-linea/. If a document cannot be confirmed at the source, treat it as unconfirmed regardless of how it looks.
- A price that beats every other quote is a warning, not a bargain. Flag-state charges are set by the administration; nobody discounts them.
- Nobody can guarantee a government outcome. Any agent who guarantees approval is describing something they do not control.
- Refuse “we’ll handle the medical” offers. A medical certificate you did not sit for makes the whole file fraudulent.

Offshore work out of Miri, Labuan and Kemaman
Documentation is one requirement; offshore survival training is a separate one. If you are joining an offshore installation or a support vessel, the client will normally specify BOSIET or HUET, and a CDC does not substitute for either. We arrange both with accredited training centers — we are not the training provider of record, and the certificate is issued by the center.

Is a CDC the same as a seaman book?
Yes — in most flag-state usage they are the same document under different names. “Continuous Discharge Certificate”, “seaman book”, “seafarer’s discharge book” and “SIRB” all describe the continuous record of your sea service. A Certificate of Competency is a different document: it proves your rank, not your service.
How long is a seaman book valid?
It depends on the flag. A Panama seaman book is typically valid for 5 years. Do not assume five years is universal — validity is set by the issuing administration, and it is printed in the book.
Can a Malaysian national hold a Panama Seaman’s Book?
Yes, a Malaysian national may be eligible to obtain a Panama Seaman’s Book (Libreta de Embarque), subject to the eligibility and documentation requirements of the Panama Maritime Authority (AMP). However, Malaysian nationality should be specifically confirmed with the AMP Certification Department before relying on this as a definitive eligibility determination.
Do I have to travel to Dubai?
