Seaman Book Full? How to Get a Continuation Book Without Losing Sea Time

When your seaman’s book runs out of pages, the flag administration that issued it has to issue the next one. No agency, port or other country can do it. Of the seven flags Seaman Books files with, Liberia publishes the clearest rule: a book “filled with entries” is replaced, and the old book goes in with the application (RLM-118, Rev. 04/2026, §4.5.1). Your sea time is not lost. It sits in the old book’s signed entries, so keep the old book, or a copy of every page.

Book nearly full and a joining date coming up? WhatsApp +971 55 458 3416 with your flag, your book number and how many entry pages are left.

Is a “continuation book” a separate document?

No. “Continuation book” is what seafarers and crewing offices call the next book. Flag administrations don’t use the term. The one that publishes a rule calls it a replacement, the same route as a damaged book. That matters for two reasons:

  • Don’t apply for a first-issue book. A new application opens a second record and can conflict with the first at your next verification.
  • Don’t call it a renewal unless the book is also expiring. A renewal is for a book running out of time. A full book has run out of space.

What each flag publishes about full books

Checked 16 October 2026 against each administration’s own documents.

FlagFull-book rule published?What it saysTime / fee
LiberiaYes. RLM-118 Rev. 04/2026 §4.5.1If a book “becomes filled with entries”, a replacement is requested promptly, and “the application will include the damaged book”for an original, renewal or replacement book. Time not published
BahamasNo full-book rule. Bulletin 107 Rev. 04The record book has no expiry date (§3.12). The owner or company applies (§4.1.1)Issued within 14 working days of a complete application (§4.1.4). Fast track at extra cost (§4.1.7)
PanamaReplacement for exhausted pages is recognized. Confirm whether near-expiry renewal can be included in the same application. AMP publishes no full-book procedureConfirmed per application
PalauNoNot publishedConfirmed per application
BelizeNoNot publishedConfirmed per application
HondurasNoNot publishedConfirmed per application
St Kitts & NevisNoNot publishedConfirmed per application

One Liberia detail to watch. Liberia says a replacement for a lost, stolen or destroyed book keeps the original expiry date (§4.5.4). It says nothing about the expiry of a replacement for a full book. Ask before you plan around a fresh five years.

How to keep your sea time when the book is full

Your sea time is the signed entries, not the paper they are written on. Liberia says so for expired books: the holder “should retain possession of it for proof of sea service”, and the sea-service pages “remain valid as proof even though the book itself has expired” (RLM-118 §4.2.2.2). The risk with a full book is that the old book leaves your hands with the application. Six steps prevent that:

  1. Count your blank entry pages before you sign on. If a contract would need more entry lines than you have left, start the continuation before you join. Don’t wait until you are on board.
  2. Get every entry signed before you leave the vessel. An unsigned sign-off on the last page is the hardest entry to fix later, because the master may not be reachable.
  3. Scan every page in colour, including the identity page and every endorsement. Store the scans where you can reach them from a ship.
  4. Collect company sea-service letters or testimonials for each contract in the old book. Administrations use them alongside book entries when they count sea service for a CoC or an upgrade.
  5. Ask whether the old book comes back. Liberia’s rule says it goes in with the application. It doesn’t say whether it is returned. If it is not, get a certified copy first.
  6. Check the new book on arrival. Check your name, date of birth, number and validity, and verify it with the issuing administration yourself.

Seaman Book issue a continuation book

How long it takes, and what it costs

Time. The Bahamas publishes 14 working days from a complete application. No other administration in the table publishes a time. For Panama, our standard route gives a Processing Certificate in 3–5 business days (valid for 90 days) and the printed book in up to 25–30 days, or within 10 days on the urgent route. Cost. Your total is the administration’s fee plus our service fee, itemised separately before you pay.

In the UAE or the Gulf?

You don’t need to visit our Business Bay office. Scans go by email or WhatsApp. The new book is couriered to you anywhere in the UAE, or to the ship’s agent at your next port. If you hold a national document, such as an Indian CDC, a Philippine SIRB or a UAE seafarer’s book, your continuation goes through that national authority, and no agency can file it for you. See Indian CDC vs foreign seaman book if you are unsure which you hold.

Crewing managers: add “blank entry pages remaining” to your pre-joining checks. A crew certificate tracking matrix with a pages column catches a full book weeks before it holds up a crew change.

What Seaman Books does, and does not do

Seaman Books does not issue seaman’s books. Only the flag administration can. We confirm which route your flag uses for a full book, build the file (application, copies of the old book, sea-service letters), file it through the authorised route and track it until it is delivered. Atomiq Management Consultancies L.L.C. has handled seafarer documentation from Business Bay, Dubai since 2011 and is ISO 9001:2015 certified. Unfamiliar terms are explained in our maritime documentation glossary. The full guide to the document is on our seaman’s book page.

Frequently asked questions

What do I do when my seaman book is full?

Apply to the flag administration that issued it for the next book. Of the seven flags we file with, Liberia publishes the rule: a book “filled with entries” is replaced, and the old book goes in with the application. Don’t apply for a first-issue book, because that opens a second record.

Will I lose my sea time when I get a new book?

No. Sea time is the signed entries in the old book, backed by company sea-service letters. Liberia states that sea-service pages remain valid as proof even after a book expires. Keep the old book, or a certified copy of every page, if the administration does not return it.

Do I have to hand in my old seaman book?

For Liberia, yes. RLM-118 §4.5.1 says the application includes the book. It does not say whether the book is returned. The other six administrations publish no rule. Scan every page and get certified copies before you submit anything.

Is a continuation book the same as a renewal?

No. A continuation, which flags treat as a replacement, is for a book with no pages left. A renewal is for a book that is expiring or has expired. If your book is both full and close to expiry, ask whether one application can cover both.

Does the new book get a fresh five-year validity?

It depends on the flag, and it isn’t always published. Liberia keeps the original expiry for lost, stolen or destroyed books, but does not say what applies to a full book. A Bahamas record book has no expiry date. Confirm your flag’s rule before you plan contracts around it.

How long does it take to get a new book when the old one is full?

The Bahamas publishes 14 working days from a complete application. The other administrations do not publish a figure. Time runs from a complete file, so start when you are down to your last few entry pages, before you sign on, not after the book is full.

Can Seaman Books issue a continuation book?

No. Only the flag-state administration that issued your book can issue the next one. Seaman Books prepares the file to that administration’s requirements, files it through the authorised route and tracks it. You can then verify the new book directly with the administration.
