Sri Lankan seafarers can hold two different seaman books. The national Continuous Discharge Certificate (CDC) is issued by the Merchant Shipping Secretariat (MSS) in Colombo for Rs. 5,000, valid 5 years on first issue, to applicants aged 18 or over (cadets excepted). A flag-state seaman book, such as Panama’s or Liberia’s, is issued by the administration of the ship’s flag, and many foreign-flag employers ask for it as well. Panama issues a Processing Certificate in 3–5 business days, valid for 90 days, enough to join a vessel.
Seaman Books is a documentation consultancy in Business Bay, Dubai. We prepare, verify and file flag-state seaman books with seven administrations. We do not file the Sri Lankan national CDC: you apply for that yourself at the MSS. No agent can guarantee a government decision.

Sri Lankan CDC vs flag-state seaman book: which one do you need?
The document is set by who issues it and which ship you sail on, not by your nationality.
| Sri Lankan national CDC | Flag-state seaman book (e.g. Panama, Liberia) | |
|---|---|---|
| Issued by | Merchant Shipping Secretariat, Colombo | The flag’s maritime administration |
| Who applies | You, directly with the MSS | You, or a documentation partner such as Seaman Books |
| Typical use | Proof of Sri Lankan seafarer status and sea service; seafarer registration | Required or preferred by employers on that flag’s ships |
| Government fee | Rs. 5,000 (MSS FAQ) | Set by each flag; quoted per application |
| Validity | 5 years, initial issue | Panama: 5 years. Others set by the flag |
| Time | Set by the MSS. One-day service not available for revalidation | Panama: certificate 3–5 business days, book up to 25–30 days |
| Can Seaman Books file it? | No | Yes, for 7 flags |
In practice:
- First contract, Sri Lankan company or crewing agency: start with the MSS CDC. Your agency will tell you if the ship’s flag needs its own book as well.
- Joining a Panama-, Liberia- or Bahamas-flag ship: the employer may ask for that flag’s book, on top of your national CDC.
- Already working in the UAE or GCC: you can get a flag-state book filed from Dubai without travelling to Colombo. The national CDC still has to be handled with the MSS.

Flag-state seaman books for Sri Lankan seafarers
Seaman Books files with Panama, Palau, Liberia, Bahamas, Belize, Honduras and St Kitts & Nevis. These are open registries: they issue seafarer documents to applicants of any nationality who meet their requirements. Nationality is not a bar.
We publish timings only where one confirmed figure exists.
| Panama, standard | Panama, urgent | Other six flags | |
|---|---|---|---|
| Join the vessel on | Processing Certificate, 3–5 business days | Processing Certificate, 3–5 business days | Quoted after eligibility check |
| Certificate validity | 90 days | 90 days | — |

For officers: your Sri Lankan CoC on a foreign-flag ship
An officer on a foreign-flag ship needs that flag’s endorsement of the national Certificate of Competency (STCW Regulation I/10). A flag can only endorse a CoC from a country it recognises.
The MSS lists recognition agreements under which these flags recognise Sri Lankan CoCs:
| Flag | Agreement date (MSS list) |
|---|---|
| Bahamas | 3 May 2001 |
| Liberia | 10 July 2001 |
| Belize | 10 May 2002 |
| Panama | 14 October 2002 |
| St Kitts & Nevis | 24 September 2008 |
Palau and Honduras are not on the MSS list.
Seaman Books prepares and files flag-state endorsement applications. See flag-state endorsement .
Sri Lankan seafarers in the UAE and GCC
If you are already in Dubai, Abu Dhabi, Sharjah or elsewhere in the Gulf, you can complete a flag-state application without returning to Sri Lanka. Bring or send your passport, CDC, STCW certificates and medical. We check them against the flag’s current requirements and file.
Two limits to know:
- Your MSS CDC revalidation stays with the MSS. We can’t file it from Dubai.
- Medical certificates: flags set their own rules on which examiners they accept. We confirm this for your flag at the eligibility check.

Before you fly: the Sri Lanka-side step we don’t handle
Check with the Sri Lanka Bureau of Foreign Employment (SLBFE) whether your contract needs registration before you travel. A seaman book does not replace that step, and Seaman Books does not process Sri Lankan government permits.
How to apply for a flag-state seaman book: four steps
- Free eligibility check. Send your passport, CDC (if you hold one), STCW certificates, medical and any sea-service record on WhatsApp. We tell you which flags you qualify for and what’s missing.
- Written, itemised quote. The flag-state charge and our service fee are shown separately. No hidden charges.
- Preparation and verification. We check every document against the administration’s current requirements before filing.
- Filing, issue and delivery. The administration issues. You receive the Processing Certificate first (for Panama), then the printed book by courier, in Sri Lanka or the GCC. We show you how to verify it yourself.

How to check a seaman book is genuine
- Sri Lankan CDC or CoC: use the MSS’s own certificate verification on dgshipping.gov.lk.
- Flag-state book: verify with the issuing administration, not the agent. See how to verify a seaman book online.
- Refuse “no training needed” offers. A book filed on STCW certificates you didn’t attend is fraudulent.
- No one can guarantee approval. The administration decides.
أسئلة متكررة
How much is a seaman book (CDC) in Sri Lanka?
The Merchant Shipping Secretariat’s published fee for a Sri Lankan Continuous Discharge Certificate is Rs. 5,000. A foreign flag-state seaman book, such as Panama’s, has its own government fee set by that flag plus any service fee. Seaman Books quotes both separately after a free eligibility check.
How long is a Sri Lankan CDC valid?
The initial issue of a Sri Lankan Continuous Discharge Certificate is valid for five years, according to the Merchant Shipping Secretariat. Revalidation needs a valid MSS-approved medical, current short-course certificates and, for officers, a valid Certificate of Competency.
What is the minimum age for a CDC in Sri Lanka?
Eighteen. The Merchant Shipping Secretariat requires CDC applicants to be at least 18, except cadets. Applicants also need a deck, engine or catering qualification, the mandatory basic training courses and a medical from an MSS-approved practitioner.
Can Seaman Books get my Sri Lankan CDC for me?
No. The Sri Lankan national CDC is issued by the Merchant Shipping Secretariat, and you apply for it directly. Seaman Books prepares and files foreign flag-state seaman books with seven administrations, including Panama and Liberia, for Sri Lankan seafarers who sail on those flags’ ships.
Can a Sri Lankan get a Panama seaman book?
Yes. Panama is an open registry and issues seafarer documents to applicants of any nationality who meet its requirements. The Panama Processing Certificate is issued in 3 to 5 business days and is valid for 90 days. The printed 5-year book follows within 25 to 30 days, or 10 days on urgent processing.
Is a Sri Lankan CoC accepted on Panama or Liberia ships?
The Merchant Shipping Secretariat lists recognition agreements with Panama, Liberia, the Bahamas, Belize and St Kitts & Nevis. An officer still needs that flag’s endorsement of the CoC before serving on its ships. Seaman Books prepares and files endorsement applications.
Can I apply from Dubai without going back to Sri Lanka?
For a flag-state seaman book, yes. Seaman Books files from Business Bay, Dubai, and the Panama Processing Certificate is issued digitally. Revalidating your Sri Lankan national CDC still has to be done with the Merchant Shipping Secretariat.
