Maritime Documentation Services for Seafarers

Seaman Books is a Dubai-based maritime documentation services consultancy that prepares, verifies and files seafarer documents with seven flag-state administrations: Panama, Palau, Liberia, Bahamas, Belize, Honduras and St Kitts & Nevis. We handle new applications, renewals, transfers between flags, lost or damaged replacements, and verification, for seafarers of any nationality. On a Panama application, a digital temporary certificate — valid for three months and enough to legally join your vessel — is typically issued within 24 hours, and the printed five-year book follows in 15–20 working days. Every application begins with a free eligibility check, answered within 24 hours.

Seaman Books is a documentation and processing partner. The flag-state administration issues the document; we prepare, verify and file the application. We do not issue documents, and no agency can guarantee a government outcome.

WhatsApp the Business Bay team — +971 55 458 3416 · #903 Regal Tower, Business Bay, Dubai · Open 09:30–18:00 · Operating since 2011

Your joining date is fixed. Your paperwork should not be the reason you miss it.

A rejected application is rarely a rejection of you. It is almost always a document that was incomplete, inconsistent, expired, or filed to the wrong administration. All four are fixable — before submission, not after.

We check the file first, tell you what is missing, and only then file. If you are not eligible for the route you are asking about, you hear it on the first call, not after you have paid.

This page is about seafarer documentation. If you need a vessel registered, classed or certified, we are not the right provider and will say so rather than take the enquiry.

Which document do you actually need? National or foreign flag

This is the question most seafarers get wrong, and getting it wrong costs weeks.

Your national document is issued by the maritime authority of your own country, to its own nationals and residents, through that country’s own process. No agency can obtain it for you from outside that process.

A foreign-flag document is issued by the administration of the flag your vessel is registered under. It is what permits you to serve aboard a ship flying that flag. You do not have to be a national of that country. This is what Seaman Books arranges.

The short version. If you are joining a foreign-flag vessel and hold no document that flag recognises, you need that flag’s seaman book or that flag’s endorsement — regardless of your nationality, and regardless of whether you already hold your national CDC. Many seafarers hold both. That is normal, not duplication.

Not sure which applies to you? That is exactly what the free eligibility check is for. It costs nothing and takes one conversation.

The seven flag states we file with

Each is an independent maritime administration. We name the registry and, where the registry publishes one, the public verification route — so you and your employer can confirm any document without going back through us.

Which flag is right for you is not a preference — it is decided by the vessel. Send a contract or a vessel name and we will tell you which flag applies. Applying before you have a contract? We will tell you which flags your rank and sea service qualify you for.

Worked example, Palau. The Palau Ship Registry publishes its own requirements: a Certificate of Endorsement is valid for up to five years; a Certificate of Receipt of Application, held with a valid national CoC, lets you serve aboard a Palau-flagged ship for up to three months while the endorsement is processed; renewal can be filed in the 12 months before expiry; and the medical examination must be within the preceding 24 months (source). Every flag has an equivalent rule set. Knowing them before you file is the difference between one submission and three.

How long it takes — the two dates that matter

Most agents quote one date. There are two, and confusing them is why seafarers think they have missed a joining date when they have not.

When you can legally join the vesselWhen the printed book arrives
Panama and BahamasDigital Temporary Certificate (“Blue Chit”) typically within 24 hours of successful submission — valid three months. Emergency with in 10 Days Extra Charge Apply.15–20 working days by mail. Panama Seaman Book validity: five years and Bahamas Validity 10 Years
PalauSame-day processing for Palau flag-state documentation24 Hours to 48 Hours
Other five flagsConfirmed at the quote stage24 Hours
Free eligibility checkAnswered within 24 hours of you sending your detailsCheck your Eligibility

All timings run from the point complete forms, fees and verified documents are received — not from your first enquiry. Incomplete files are the single largest cause of delay. That is why step 1 below exists and why it is free.

Everything we handle

Seaman book, CDC and SIRB

  • New application — first-time seafarers and career changers
  • Renewal — before expiry, and after. See seaman book renewal
  • Transfer between flags — when a new employer requires a different flag
  • Lost, stolen or damaged replacement — including when it happens abroad
  • Verification — confirming an existing document is genuine and current

Flag-state endorsements and competency documentation

Flag endorsement of your existing Certificate of Competency, plus the supporting documentation each administration requires under the IMO STCW Convention — adopted 1978, in force since 1984, substantially amended at Manila in 2010. For officers already holding a national CoC, this is a documentation exercise rather than a re-examination, and it is usually the fastest category of work we handle.

STCW and offshore training enrolment

STCW Basic Safety Training and offshore survival — BOSIET and HUET — arranged with accredited training centres. We do not deliver the training and we do not issue the certificate. We identify an approved centre, confirm the fee and the seat, and handle enrolment. See STCW certifications, STCW enrolment, offshore courses and BOSIET and HUET enrolment.

Crew and corporate documentation

Bulk processing, audit trail and scheduled renewals for crewing companies, manning agencies and maritime training institutes. See for crewing managers below.

How the process works

Four steps. You do two of them.

  1. Free eligibility check. Send your rank, nationality, sea service, existing documents and joining date. We tell you which flag and which document apply, and whether anything in your file will cause a rejection. Answered within 24 hours. No charge, no obligation.
  2. Quote and document list. We confirm the fee upfront — flag-state charges and our service fee, itemised separately — and give you the exact document list for that administration. Nothing is filed until you approve.
  3. Verification and filing. We check every document against the administration’s current requirements before submission. This is the step that prevents rejection, and it is the step most agents skip.
  4. Issue and handover. The administration issues; we deliver, and we show you how to verify it independently.

What you will need, for most flags: your passport ID page (signed), a passport-size photograph, a current medical fitness certificate on the flag’s own form or an accepted equivalent, evidence of sea service, and — for officer endorsements — your existing Certificate of Competency. The exact list is flag-specific and comes with your quote.

What it costs

We quote per application rather than publish one fixed price, because the total depends on the flag, the document, your rank, whether it is a new issue or a renewal, and whether you need express handling. Publishing a single number would be a marketing figure, not your figure.

Seafarers we work with, by market

GCC — UAE, Saudi Arabia, Qatar, Bahrain, Oman

Our office is in Business Bay, Dubai, and most GCC-based seafarers bring documents in person. If the document you need is a UAE Seafarer’s Discharge Book, that is issued by the Ministry of Energy & Infrastructure and you apply to them directly — we handle the foreign-flag document you need alongside it. Offshore crews joining rigs in UAE, Saudi and Qatari waters usually need STCW plus BOSIET or HUET as well as the book; we sequence both so the dates line up with mobilisation. See maritime documents in Dubai.

India

Your Indian CDC comes from the Directorate General of Shipping. What we add is the foreign-flag document your vessel’s registry requires and that flag’s endorsement of your Indian CoC. We hold India numbers — +91 8175056856 and +91 9451739422 — so you are not calling a UAE line outside Indian working hours.

Philippines

Your SIRB and COC come from MARINA. We do not book MARINA appointments and cannot obtain Philippine government documents. Where we help Filipino seafarers is the foreign-flag book and the endorsements for the vessel you are joining, which MARINA does not issue.

Singapore

The MPA issues Singapore seafarer certification and the Seaman Discharge Book. Singapore-based crewing managers are among the heaviest users of foreign-flag documentation; that volume work runs through the crewing desk below.

United Kingdom and Europe

UK seafarer certification runs through the MCA, and non-UK officers serving on UK-flagged tonnage need a UK Flag State Endorsement from the MCA — not from us. Where we work for UK and European officers is the other direction: endorsement of your existing CoC by Panama, Liberia, Bahamas, Belize, Palau, Honduras or St Kitts & Nevis when you join tonnage under those flags. For officers already certificated, this is the fastest category of work we handle.

United States

US mariners hold the Merchant Mariner Credential from the USCG National Maritime Center. An MMC is not a foreign-flag document. Joining a foreign-flag vessel means that flag’s own record book or endorsement — a separate requirement, and one we handle for US mariners without any change to your MMC.

Australia

Australian certificates of competency are issued by AMSA. Foreign-flag endorsement works the same way as for UK and European officers.

How to check that any documentation provider is genuine

We publish this because the category deserves it, and because you should hold us to the same test.

Ask any provider — including us — for all five:

  1. A physical address you can visit, not just a WhatsApp number. Ours is #903 Regal Tower, Business Bay, Dubai.
  2. The name of the administration they file with, and a link to that administration’s own website. A provider who cannot name the registry is a sub-agent of a sub-agent.
  3. How you will verify the finished document without going back through them. The Bahamas Maritime Authority publishes a public certificate verification tool; so does IMMARBE; the Liberian Registry publishes a seafarer certificate verification service. Use them.
  4. An itemized quote separating flag-state charges from the agent’s fee.
  5. What happens if the application is refused. Anyone who tells you refusal is impossible has told you something useful about themselves.

Nobody can guarantee a government decision. Any provider promising guaranteed approval, a document without sea-service evidence, or an “express” route that bypasses an administration’s own checks is describing a document that will fail the first time it is inspected — and a seafarer detained at port state control is the one who pays for that, not the agent.

For crewing managers, manning agencies and maritime institutes

Twenty crew joining in six weeks is a scheduling problem, not a documentation problem — provided the file is opened early enough.

We process in volume for crewing companies and training institutes across the GCC, India, Singapore and Europe. What the crewing desk provides:

  • One file per crew list, with a named contact rather than a shared inbox
  • A single itemized quote covering the whole batch, flag charges separated from service fees
  • An audit trail per seafarer — what was submitted, when, to which administration
  • Scheduled renewals, so certificates do not expire against a crew-change date
  • Mixed-flag handling — one point of contact across seven administrations
  • Verification support for documents that arrive with a new joiner from elsewhere

Why a Dubai office matters in this category

You can walk into our office. In this industry that is a differentiator, which tells you something about the industry.

Dubai sits on the crew-change corridor between the Gulf, the Indian subcontinent, South East Asia and Europe, and a large share of the world’s seafarers transit it. That is why we are here, and it is why a seafarer in Fujairah, Jebel Ali, Dammam or Doha can hand documents over in person rather than trusting a courier with the only copy of a sea-service record.

Atomiq Management Consultancies L.L.C. has operated from Dubai since 2011 with License number 1082315 and is certified to ISO 9001:2015.

Frequently asked questions

What is a seaman book, and is a CDC or SIRB the same thing?

A seaman book is the official record of your identity and sea service, issued by a maritime administration. Continuous Discharge Certificate (CDC) and Seafarer’s Identification and Record Book (SIRB) are the names different administrations give to the same category of document — Liberia issues an SIRB, Panama a CDC, the Bahamas a Seafarers’ Record Book. All three record sea service and, where applicable, carry endorsements.

Do I need a foreign-flag seaman book if I already have my national CDC?

Yes, if you are joining a foreign-flag ship, plan for one. Your national CDC stays valid as your home-country record, but the ship’s flag sets its own rules. Liberia and St Kitts & Nevis require their own book before endorsing your certificates. The Bahamas, Belize and Panama do not list one for endorsement, but your employer may still ask for it.

How long does a seaman book application take?

There are two timings. On a Panama application, a digital temporary certificate is typically issued within 24 hours of successful submission and is valid for three months, which is enough to join your vessel; the printed five-year book follows in 15–20 working days. Both run from the point complete forms, fees and verified documents are received.

How much does a seaman book cost?

We quote per application, because the total depends on the flag, the document type, your rank and whether express handling is needed. Our service fee starts from AED 200, and you receive an itemized quote separating the flag-state charge from our fee immediately after the free eligibility check.

Do seaman’s books expire, and how long are they valid?

Yes. Validity is set by the issuing administration. A Panama seaman book is issued with five years’ validity; a Palau Certificate of Endorsement is valid for up to five years and can be renewed in the 12 months before expiry. We confirm the exact validity for your flag and document at the quote stage.

Can Seaman Books issue my seaman book?

No, and neither can any agency. Flag-state administrations issue seafarer documents. Seaman Books prepares, verifies and files the application, and shows you how to verify the result independently.

Can you get me an Indian CDC, a Philippine SIRB or a UAE Discharge Book?

No. Those are national documents issued by DG Shipping, MARINA and the UAE Ministry of Energy & Infrastructure respectively, through their own processes. We handle foreign-flag documentation, which is a separate route and open to any nationality.

Can I get a seaman’s book without a Certificate of Proficiency?

For most flags, yes — a record book is an identity and sea-service document, not a competency certificate. What you will need is a valid passport, a photograph, a current medical fitness certificate and, depending on the flag and your rank, evidence of sea service or basic STCW training. Officer endorsements are different: those require the underlying Certificate of Competency. The eligibility check tells you which applies to you before you pay anything.

What if my seaman book is lost or stolen while I am abroad?

Replacement runs through the issuing administration and generally requires a police report or a sworn declaration plus proof of the original issue. Contact us with the flag and, if you have it, the book number. This is a route we run regularly and it is time-critical if you have a joining date.

Where is your office, and when are you open?

#903 Regal Tower, 1501 Al Mustaqbal Street, Business Bay, Dubai, UAE. Open 09:30 to 18:00.
