What you’re actually renewing
The document most seafarers call a seaman book, Panama calls a Seafarer’s Identification and Record Book — SIRB. You’ll also see it written as a Continuous Discharge Certificate, or CDC. Same category of document. It records who you are and where you’ve sailed under the Panamanian flag, and the Autoridad Marítima de Panamá issues it. AMP, not PMA, if you’re searching for it.
Two things trip people up here.
Your record book isn’t your competency certificate. The SIRB covers identity and sea service. Your CoC, your STCW certificates and your flag endorsement are separate documents running on separate clocks, which is how a seafarer with three years left on his book still ends up unable to join because a refresher lapsed last month. If several things are falling due around the same time, handle them as one job rather than six — that’s what the 90-60-30 timeline is for.
And a Panama book isn’t a national document. An Indian CDC from DG Shipping and a Philippine SIRB from MARINA are different documents under different authorities, and they renew through those authorities. Panama is open to any nationality and runs its own route. Plenty of seafarers hold both. Neither replaces the other.

Files don’t get held up by the flag. They get held up by a medical that expires halfway through, or an STCW certificate that went out of date three weeks ago, or a photo in the wrong format. That’s the whole reason the eligibility check runs before anyone quotes you a fee.

Why there is no Panama renewal portal to log into
AMP does not publish a self-service renewal route for the seafarer record book. Its own Gente de Mar service section at amp.gob.pa — checked 7 September 2026 — lists certification, labour, training and licence issuance, and publishes no renewal procedure, validity period or fee schedule for the SIRB. Its online licence-issuance section covers Panamanian domestic small-craft licences, a different document entirely.
So there is no equivalent of a MARINA e-appointment or a DG Shipping online slot. Panama renewal is filed through an authorised agent or a Panamanian consular office, which is why open registries maintain deputy registrars in crewing hubs including Dubai. Three consequences:
There is no appointment to book. If you have been searching for a Panama renewal appointment and finding nothing, the website is not broken. There is no appointment.
File quality is the whole variable. With a national authority you queue, then get assessed. On the Panama route completeness is assessed first. A complete file moves; an incomplete one waits for you.

When to start, and what if it has expired
Begin 3–6 months before expiry. Inside that window every dependency you do not control still has room to move: a medical can be re-sat, a lapsed refresher booked, a sea service letter chased from an employer who takes three weeks to reply. Inside 30 days none of them does.
If your book has already expired, renewal is generally still possible — expiry is not forfeiture. Some administrations apply additional verification to an expired document, so the file may need more supporting evidence. Send the expiry date and we will confirm which applies.
